"Tourism has been developed ignoring the local population, which has obtained scarce benefits of the important development of residential tourism"

In American English, I would say, "...without considering the local population".

Other possibilities include, "...with no thought about the local population" or "...without taking into account the local population" or you could use "...behind the backs of the local population."
