I am trying to translate the phrase "de quoi faire." The full sentence is "De quoi faire revenir la peur, cette indéfectible alliée des despotes."

My attempt: What can be done to restore fear, the unfailing ally of despots?

It is from a L'Express article about the demonstrations in Myanmar. I am having trouble retaining the meaning of the phrase while making sure it is not awkward in English. Any suggestions are appreciated.

    I think you might have misunderstood the sentence. :p It's not asking "what can be done to restore fear?" but rather exclaiming, "[Now that's] enough/something to incite fear..."

    Yes, that's definitely possible. I assumed it was a rhetorical question based on the use of "de quoi faire" but what you suggested certainly fits just as well within the context of the paragraph. Thank you!
