The ASA was satisfied that the advertisers dealt with waste to within UK standards but was concerned that the readers would interpret the claim to mean(...)

This is part of a sentence in my coursebook.
Shouldn't it be either
1) dealt with waste to UK standards
2) dealt with waste within UK standards?

It looks strange to me to put those two words together.

    This is possibly because the standards dictate a limit for waste. So the waste amount was between none and the upper limit... that's why they say "within".
