deck out and doll up

I am learning a new phrase "deck out".
The sentence is "She had decked him out from head to fot in expensive clothes."
I am wondering if "doll up" can be interchangable with the phrase "deck out."
Do they have subtle difference?

    Women usually get "dolled up"; men don't.

    (It's not so subtle really: if you say a man was dolled up, you are saying more than that he was dressed in fancy clothes, you may be suggesting that he is dressed as a woman. At the minimum, people will think he is effeminate.)
