Are these two interchangeable when used as an attributive adjective?

My belated/ delayed acknowledgement of (or is for?)...
My belated/ delayed congratulations on...
The disturbance is a belated/ delayed reaction to...

    Belated is used almost exclusively in the context of acknowledgement (your first two examples). In the 3rd case, I'd say that only delayed sounds appropriate.

    One sends belated birthday cards, Christmas cards (any sort of greeting card). But you should probably explain why your Christening gift for a new baby was delayed.
