deliver justice +preposition

which prepositions goes with "deliver justice" or "administer justice"?
I feel like using "upon" there, but won't a sentence The court will deliver justice upon the criminals sound too pompous?

or maybe: deliver justice to...?

    If I wanted to use "deliver justice", I'd probably use it without mentioning anybody: The court will deliver justice.

    If I wanted to mention those criminals, I'd probably use the simple "punish": The court will punish the criminals.
