    I'd like to explain the meaning of the plate more. It tells people not to push or lean against on the door when the carriage is too crowded.
    Because sometimes, if the car is too crowded, passengers will not be able to keep balance, and some will just rest against the door. But maybe your version also has the suggestion of above. In fact, it's permitted to stay near the door. But it's not permitted to "lean against".
