depicted as a place free from both crime and chaos

Hello. I have a couple grammar questions. My translation doesn't seem quite right, but I am not sure how to fix it.

The beach is a neutral place outside of both the city and the favela. It is depicted as a place free from both crime and chaos like how it is in the favela. However, the beach is not a place of conformity with the same sense of law and order like how it is in the city.

My translation:

It is depicted as a place free from both crime and chaos like how it is in the favela.

Do you mean there is no crime or chaos in the favela?

I didn't know the meaning of favela, so I looked it up: :)

favela // n. a Brazilian shack, slum, or shanty town. (Oxford)

I want to say that the beach is free from crime, unlike the favela where there is crime and chaos

like how it is in the favela = Incomprensible para mí.
