my translation  " To determine the origin of the plaintiff’s process of joining proceedings (application of a rapid and privileged procedure, with a shortening of the timeframes, in order to reach the same proceedings step into which other contested act of a same conduct or administrative-legal relation is."

    thanks again

Procedencia in Spanish can mean "provenance", wherefore "origins" might suggest itself as a translation. However, here it is used in the ordinary judicial sense, the merits of a petition or complaint, whether it should be granted or denied.

    I would suggest:

"To adjudge on the merits the petitioner's application for consolidation (a privileged application entitled to expedited consideration and advancement of submission dates, in order to advance a given matter to the same stage as other contested litigation or administrative adjudication now pending and which alleges the same conduct)."
