Financial transactions are monitored at the account level, with no tolerance for deviation for partner staff costs after the facts. The Performance narrative report as well as the data collected from Field Officers, Community Service and on-site visits is measured against the rate of financial implementation.
What is meant by "tolerating the deviation for partner staff costs" please?

    It seems to mean something like 'no change (particularly, no increase) is allowed' (to financial transactions) after they have been agreed/decided.

    The passage is badly written - I would consider it jargon. It seems to me to be saying "We monitor spending by looking at the accounts and we do not permit staff to spend money on unauthorised things and then try and justify that spending afterwards."
