Did you receive the swatch? If not, could you please let me so that I can send you another one?
Does it sound rude.. is there a better way to ask?

    It sounds polite enough to me.

    You could also start the sentence with 'please': "Please let me know if you received the swatch. If not, can I send you another one?"

    I assume, by swatch, you mean a set of cloth samples (for curtains, etc.) or maybe a set of colour samples (for printing purposes), rather than Swatch watches? Which bit of your sentence were you worried about as being potentially rude? (This is necessary because it makes the question look less like a general proofreading question.)
