difficult area for cycling

    Can I say that it was a difficult area for cycling?

    Yes, I think it's fine. Here are some similar examples from reasonable sources on the web:
    It was a difficult area for fighting in because of the wooded terrain...
    It was a difficult area for them to explore due to the unusually rugged terrain.
    It was a difficult place to grow food.
