Hello again!

For large amounts, dike spilled product with liquid absorbing material and pump off.

Does the part in bold type mean "enclose spilled product by means of liquid absorbing material"?

Thank you.

Pretty much. This definition of dike
An embankment of earth and rock built to prevent floods or to hold irrigation water in for agricultural purposes.
is the relevant one and they are saying "make a barrier to enclose and stop the spilled product spreading and make it with liquid-absorbing material"
