Monsieur le Président, Votre honneur de :
-Dire la présente requite recevable et amplement fondée ;

Here's what I came up with:

-Declare the existing request receivable and fully justified.

    As Keith Bradford says, " requête " in a judicial context is usually not translated as "request " in English. If "application" doesn't suit, check out the following:

    requête :
    [Droit] appeal; petition; submission; application; plea; motion; demand; request
