Discourse somebody from something

I've been searching everywhere and I can't find the meaning of that phrase, does it mean 'to discourage sb from sth' or just 'to discuss with sb about sth'?
The context is: Booker T. Washington was criticised by W. E. B. Du Bois for discoursing Blacks from studying foreign languages and cultures (and I have to decide whether this one is true, so if you knew, I would be very grateful :)

    Is this from "Know American 2017" – PDF source?

    If it's not a direct quote from a book that you can cite, it looks like mistranslation for "discouraging."
