Hello,

I am translating a news item discussing the Toledo International Center for Peace. Within the news item the Minister for Foreign Affairs is quoted. More specifically he is quoted in his DISCURSO DE BIENVENIDA. I am not quite sure what would be the appropriate translation for that type of speech, the inauguration speech?
