disorganized governance system

I want to describe the governance system prevailing in India - citizens' grievances are never heard nor any action taken on them if at all heard, coupled with corrupt officers sitting in key positions and messing up. I want to call it 'disorganized governance system' or 'bad governace system'. Which do you recommend? Or any other apt term?

    Wasn't there a thread about this a couple of days ago?

    "Bad" is vague, and if corruption is the reason that citizens' grievances are not heard or acted upon, then it might not be "disorganized." The most appropriate term might be "unresponsive." There is also "nonresponsive."

    They also don't take the inputs from the public and affected persons. So, can I label it' Disconnected, Unresponsive Governance'? Thanks, Aesop.
