Distinguish social learning from societal learning

This phrase (like my query about "multi-stakeholder constituencies") is from a Chilean NGO's document that I'm translating into Spanish. The point is to distinguish "social learning" (a process whereby people and groups within a society learn how to manage their society better) from "societal learning" (a process in which the society itself learns).

Any ideas? My best try on this one is "aprendizaje PARA la sociedad" versus "aprendizaje DE la sociedad".

El concepto de aprendizaje social (social learning) es lo suficientemente claro y está perfectamente integrado, tanto en castellano como en inglés, como para plantearse modificarlo. El concepto de aprendizaje societal (societal learning), en cambio, es relativamente nuevo y apenas sí estamos empezando a entenderlo como distinto de aprendizaje social (que es como habitualmente se traduce societal change, por otro lado), o de aprendizaje societario, que en ningún caso se corresponde con la definición planteada por el OP de societal learning.​
