Let's say you are an examiner, and you were assigned a proctor to assist you. The students need a scratch (or scrap) paper in math, so you ask the proctor:

Kindly distribute the blank sheets of paper for their math exam.​

Does it sound natural?

    Unless there are specific pieces of paper, you don't need "the"
    "distribute blank sheets of paper"
    Given the context (a proctor should know what's going on), you could probably say:
    "Please pass out some paper."
