    Yes, in this context diverso refers to the previous/other decree that is being amended. You can find examples of this language if you search for phrases similar to the one posted by the OP.

    Confirmed, I like "the previous"

    Looked up "the former" but couldn't find any support for that. I'm going with "the previous decree"

    En resumen, es para decir el "otro".
    "Certain other " también podría funcionar.
