Is the expression ' do administrative work' idiomatic when I try do describe some problems a foreigner can encounter while living in my country?

They( foreigners) will try to learn the local languae but they encounter difficulties and frustration when they do administrative work. For example, when they enroll their children in school or apply to refugee status.

    I think the phrase 'official work or procedure' would go better than 'administrative work'. Administration is executive work, where you oversee that works are done properly and the chain of command is followed. But seeking refugee status or enrolling children to school is basically official work, which involves verified documents and using language in a way that it sounds official, which is pretty difficult to those who are new learners of a language.
