    I wouldn't say it myself. I'd probably 'taken on a commitment'. But there might be the merest of nuances that I'm missing.

    I reckon it means that they have in some sense sworn an allegiance to the flag of that country. I suppose that's a promise of a sort, though exactly what's promised is unclear.
