I can't understand the conversation at all.

    Tomber had been "sentenced" to twenty years to life "imprisonment" in a place in Morocco where impounded cars were kept. It's worded as if they were humans and criminals, for humorous effect.

    The connexion between the two sentences is a pun on 'recall': (1) remember, (2) for a manufacturer to call back an old model (of car etc.) to make essential repairs (or because it's unsafe).
