The context is they need to economize on flushes. So what does "go" mean here?

1. she's supposed to flush only after defecating but not urinating

2. she's supposed to flush only after defecating/urinating but not before it

Which one?:)

    It's 2. "Go" is short for "go pee" or "go poop," or more euphemistically, "go to the bathroom."
