2-How can we have access to the downstairs.

    You would not say "How can we have access to the downstairs?" in British English, but you could say "How can we have access to the downstairs bathroom?", for example.

    You can say "How can we have access downstairs?", but a bit more context might help.

    How can we have access to downstairs
    …or…
    How can we access downstairs
    …would be common expressions.

    Otherwise more context would be helpful.
