Host of the documentary is talking about an extravagant garden in Italy.
And he says specifically,

"It's extravagant, it's hysterical,
It's like a drag ball parading as a garden.
And yet it's a really good garden and perhaps the best surviving
baroque example of a garden in the whole of Italy."

I searched on net for "drag ball" but it's not very clear.
It seems is a masquerade ball. But I am not so sure.

    Drag is a specific kind of "masquerade" - men dressing as women (and/or women as men). At a guess, the metaphor suggests that the garden is ostentatious and transgressive.
