The project is delayed because
1) he dragged the project.
2) he dragged the feet of the project.
3) he dragged the heels of the prjoect.

Are they correct? Which one is most common?

Her family is poor and she dropped out of the high school because she didn't want to be a drag on her family.
Is my usage of 'a drag on' correct here?
