Can you explain what does 'drill down' mean?

The company that owns the mine has asked for forgiveness from the miners' relatives, many of whom have accused it of ignoring safety guidelines. The firm denies the accusations, but described the unfolding drama at the San Jose mine as "a terrible situation".
While the rescuers attempt to drill down to the men, there's also concern for their colleagues up above, who were fortunate enough to escape the rock collapse, but who haven't been able to work for nearly a month.
The company paid their wages until the end of August, but is rumoured to be on the verge of bankruptcy.

    It refers to digging with a special machine powerful machine - which drills into the ground to reach the miners caught underground.

    Why doesn't it say 'drill down for rescuing men' but says 'drill down to the men'. Thanks.

    Also why 'Can you explain what does 'drill down' mean?' is wrong? Thanks.

    And for instance you wouldn't ask:
    Would you tell me what did he do last night?
    You'd ask:
    Would you tell me what he did last night?
    I wanted to offer a more complicated grammatical explanation, but sound shift's explanation is much clearer and more concise.
