Drug enforcement administration makes no sense

The name of the administration in charge of regulating drugs in the US is the DEA, i.e. Drug Enforcement Administration.
If I am not mistaking, it makes no sense to enforce drugs, so my question is:

Can you confirm that the name Drug Enforcement Administration makes no sense at all?
Should it be something like Drug Regulation Enforcement Administration?

(I have changed the thread title from "Drug Enforcement Agency" to "Drug Enforcement Administration" since - as ain'ttranslationfun? points out below- that's the agency's actual title. -- JustKate, English Only moderator)

    I suppose it was to be a federal agency to enforce federal drug laws. And so it became The [federal] Drug [laws] Enforcement Administration.

    Just a guess. Whether it makes sense or not it is the official name.

    Of course, it makes every sense. It's either a case of lack of familiarity with the spirit of the language or of "hair-splitting."
