2. To Copenhagen is easier to get to than Sydney.

Only sentence 1. is correct. This is how to make a straightforward comparison in English. The 'To' at the beginning of the other sentences is completely wrong.
You could say, however:
To get to Copenhagen is easier than to get to Sydney.
