    You could certainly say "The education system suffers from a lack of sex education" or "Spain's education system suffers from a lack of sex education"

    I'm not sure how it would work with the X that you are thinking of.

    I think it's OK. I tend to be drawn toward literal meaning, even in idioms, but that might be just my personal problem. "X education system does not have the advantage of a program in sex education", might have a little less edge. Expressed either way, the idea would have to be defended, the extent depending on readership.
