I've found one hit which suggests to me that "tolongon" is Mexican slang for a penis ("orgulloso de un tolongon de 5 cm").
    Based on that, I suggest:
"El Tilinguin del Tolongon" could be translated as "The Tingling of the Dingaling".

Any Mexican foreros who could comment on this?

Well, I am not from Mexico, but pretty sure that yours makes sense.
I have found no reference to the meaning of tilinguin, but probably comes from the english word tingling, so, in a more understandable spanish, but less musical "El hormigueo del pene"

By the way, 5 cm = 2 in... no so proud...
