The third option; however, I would use inverted word order:

In some country of the world, there is always an Argentinian.

Now, if what you wanted to say was:

En cualquier país del mundo hay un argentino, then I'd say:

In any given country of the world, there is always an Argentinian.

    Pero, yo diría lo siguiente:

In any given country of the world, there will always be an Argentinian.

    (siempre habrá.)

Inverted word order is used for impact; you frontload the latter part to emphasise that no matter how remote the idea may seem, there will always be the exception.

Si lo dices directamente, es simplemente un hecho. Al invertir la oración, el impacto es más marcado.

Ej. Siempre habrá argentinos en el mundo.

En el mundo, siempre habrá argentinos.

If you are hoping to convey the idea, and not be too literal with the translation, then you might try:

Wherever you go in this world, you will always find an Argentinian.

If I have understood you correctly, you want to choose one of the three options that you have given. If so, then

"in some country of the world" is my choice for:

    en algún país del mundo
