EN: no X or/nor Y

I have a blank.... Would you use "or" or "nor" in the following sentence:
"The company will incur no penalties (or/nor ?) liabilities for... blah blah blah.."

Initially I said "or", the negation already being present in "no", along the "either..nor / neither...or" rule, but now people around me tried to convince me that I was wrong and now I'm all confused...

    "The company will incur no penalties, nor liabilities" :tick: (note the comma. This one's less likely but it is acceptable English)
    "The company will incur neither penalties nor liabilities" :tick:
    "The company will incur no penalties nor liabilities" :cross:
