Can I use ' enact a ploy'? What verbs do you usually place in front of a ploy?

Governments will be able to solve problmes by enacting the various ployes mentioned above.

    Perhaps "by using the various ploys mentioned above." Although the word "ploy" would normally only be used by a critic of the government, not by someone who supports the government.

    I think you could get away with applying "enact" to a ploy if there was some premeditation involved. In such a case "ploy" kind of becomes short for "plan to engage in a ploy." Example:

    The dentist left the room; it was time to enact my clever ploy.
