enact/pass a law

Hi,

In 2014, after a long process the country enacted the Whistleblower protection Law in compliance with its obligations under the provisions of the Constitution and international treaties.

Is it better to say the country passed the law or enacted the law?

    Coming from a US perspective, "enacted" seems better. A proposed law can "pass" in Congress without ever becoming law (if it is vetoed by the president).
