Greetings,
Can you clear me what is the real meaning of "enforcement actions" at the following sentence, please? "on processing law-cases", "implementing efforts", etc.?

  • "The Europeans have a lot of regulations but few enforcement actions," he notes. "We (in the U.S.) don't have the baseline regulations, but we do have effective protections against deceptive practices."

    Yes, enforcement actions refers to law enforcement here. That is, particular time when the police, a judge, or some other authority punishes someone for not following the regulations.

    "The Europeans have a lot of regulations but few enforcement actions," = Enforcement actions are carried out by police and other officials; Europeans have many laws but there are only a few people who are employed to carry out the laws. As a consequence, not many people are prosecuted.
