Hi

Scott Cunningham in his book about magic wrote that: Tradition says that quilts should be washed in melted snow to ensure that their deceased makers rest gently in the hereafter. (The Magical Household)

Does it mean "to ensure that their dead makers (are they already dead?) rest in peace in another world?

    Yes I think that is what he is saying, and agree that the sentence would work better if it was specified that this practice is for quilts whose makers have already died.
