In capitulo quarto of Lingua Latina by Hans Ørberg, in Pensum C, we read the following question:
    - Estne vacuus sacculus Mēdī?

Since dominus is trying to ascertain if the pouch is empty or not, could the enclitic also fall on the adjectif vacuus?
    -Vacuusne est sacculus Mēdī?

Thanks so much for the help!

Yes, vacuusne est sacculus Medi? also makes sense, but it shifts the emphasis somewhat - an emphasis which in English, whether BrE or AmE, we would most naturally convey by tone of voice:

    "Is Medus' purse empty?"
