Possible is the normal translation for "eventuale" but it sounds funny here. We must turn our attention to the actual/effective implementation of human rights or, if applicable, to their violation.

how about
or, in contrast, to their violation
to the implementation of human rights or the violation of the same??

    I like "where applicable". It's always difficult to translate "eventuale".

    "... or, in contrast, to their violation" doesn't sound bad either.

    "... violation of the same" sounds very bureaucratic!

    Thanks. I guess I'll go with where applicable... I like "breach" as it's definitely an excellent collocation with human rights, but I can't figure out how to use it in the context of the whole sentence.
