  3. Experienced in managing local and international projects

    The last two options are possible, each in a different sentence.

    (1) I have experience in managing...
    (2) I am experienced in managing....

    To me they're both fit to be used in your career summary.

    I don't think I've ever seen "experience" take the preposition "of".

    More information about how you plan to organize the part of your summary that will include this phrase would be helpful. Different structures and formats fit different situations. It is difficult (or impossible) to recommend just one without knowing anything besides your general purpose.

    In a bullet list of what you've done, for example, you don't need any preposition at all:

    - Experience managing local and international projects
