expressing a ratio in English

Hello,

Does this sentence:

Delivery rate was calculated as the ratio of expenditures over transferred amounts for 2009

mean:
Delivery rate = expenditures ÷ transferred amounts for 2009?

    There are a number of previous threads on ratio but since you are using "over," I would say:

    Delivery rate was calculated as the ratio product of expenditures over transferred amounts for 2009

    no, it is not my sentence!! I am just trying to understand it...
    it is a way to express the ratio, isn´t it?
