fall down on the floor

I wonder What's the difference between "fall down on the floor" and "fall down to the floor" in native speakers?

    Just " fall on the floor" will do.
    Unless you want to illustrate the movement from above to below: the light fell down from the ceiling onto the floor.

    That sounds awkwardly redundant to me. I'd say, "The petals fell to the floor." I can't imagine that they'd have fallen up.

    but once i heard a sentence from a lyrics that "like tears fall down like rain"

    the tears cant fall up
