"Fall" and "fall over" are used differently in different contexts.

    Please give a specific sentence/context.

If you "fall", you unintentionally drop from a higher place to a lower place.

If you are standing upright and fall flat on the ground, you could say you "fell over".

If you were on top of a wall and fell off the wall, you could say you "fell off" the wall.

In some cases, you might fall, fall over, fall off and fall down in one accident!
