Il resto della frase l’ho tradotta come segue: “..., except for procedures regulated by immigration laws. This certificate is valid when submitted to administrative authorities in foreign countries”.
Che ne pensate? L’ho fatta troppo stringata?

Hmmm. I think I'd say "governed by immigration laws." The last sentence really sounds like a translation to me, I'm afraid, especially "administrative authorities in foreign countries." Maybe others will have a better idea but in the meantime was thinking something along the lines of
This certificate will be deemed valid when presented to regulatory bodies outside of Italy.

    Hi rrose,
    Thanks for your tips.
In the meanwhile I changed the sentence into :”..., except when submitted for procedures ruled by immigration laws.”. What do you think? Better “ruled by” (I’m not sure it is correct) or “governed”?

I think there has to be a better word than "procedures" here. Legalese is not my strength but maybe
...except when undergoing review in areas where immigration law is paramount.

...except when it’s issued for proceedings concerning immigration laws...

In the EUR-LEX web site, where all the documents are translated in every European language, “autorità amministrative” is translated with “ administrative authorities”...

“This certificate is deemed valid when submitted to administrative authorities of any country other than Italy”

Sounds a lot better, but "...other than Italy" gives the impression that it is not valid in Italy. Is that true?
Edit: Maybe ...“This certificate is deemed valid when submitted to administrative authorities of any foreign jurisdiction”

Yes rrose, the certificate is not valid for administrative authorities in Italy (I don’t know why??!!) , at least that is what the document said (more or less) in the previous part I posted.
    I like “any foreign jurisdiction”.
Thanks very much for your help!😀
