Few vs. a few

Unfortunately, Sarah has ________ friends in London.

1. a few
2. few
3. some
4. many

i opted for the 1st option but i highly doubt it is correct as I have gone through some threads about "a few and few". could anyone confirm this plz:

as "unfortunately" is there, that means the answer is 2 - it is not desirable for sarah to have that number of people

    I agree that the correct answer is #2, but "few" doesn't = "not enough", in my opinion. I've never heard of any standard for numbers of friends.
