Ah, this is lovely tongue-in-cheek reasoning! Filtered economics = creative accounting = cooking the books! Plus a gun, no less! So, the only way you would induce, convince, cajole the small farmer to cut production would be with outright lies and a gun. In other words, it's not going to happen.
