Budget system laws need to be complementary to related laws, especially:

• SAI laws (since the BSL usually contains provisions on audited annual accounts and the SAI contains provisions on presented audited annual accounts to the legislature); and
• Public debt laws, since the medium-term fiscal strategy is financed by changes in net debt, and a public debt law may require a medium-term debt management strategy to be formulated and presented to the legislature.
It's clear that "financed" doesn't mean in this context to provide with capital. Do the mean that the fiscal strategy depends on the changes in net debt?
