Firefighters fight to get into the academy

This is from a sales book written by an American author. I wonder why firefighters should fight to get into the academy. Does not every firefigher have access to firefighter school in USA if they want to be trained?

Wake up! There is no hitting the snooze button when the fire alarm sounds. It is not a job you do when “feel” like doing it. There are no "accidental firefighters". Firefighters fight to get into the academy. They study more and train harder than most salespeople.

    The sentence means that in order to have been hired as firefighters and receive firefighter training at the academy in the first place, they had to compete with other people for a limited number of positions.

    Every person hired as a firefighter is trained -- but every person who applies for the job is not hired!!
