Can you change 'a recommendation' in the sentence below to 'the recommendation'?

If it is 'the recommendation of XYZ', does it imply XYZ suggested only one recommendation (whereas if it is 'a recommendation of...', more than one recommendations came from XYZ)?

"This information has been made available following a recommendation of the 2001 Waratah-Wynyard Municipal Risk Management Project."
